why can't 4v's be in R/S

why cant 4v's be in R/S. I am about to start on my car and I really want to run R/S but they dont allow 4v's. any info would help

Mike Wesley campaigns a 2V with success. Low 10's!!?? A 4v would put this class over the edge! Why don't you try F/S or P/S???? Just a thought!!
