The NMRA Pure Street rules don't let racers tub their cars. Why is
that? The slicks are limited to 26.5" tall and 10.5" and that doesnt
need a tub, so why have the rule? I am making my car a P/S car
but I still want to play with bigger tires on the street and bigger
slicks at non-NMRA races.

How large of a tire are you wanting to fit?? I've had as large as a 28x11 on the blue car without tubs or mini-tubs. We currently run the MT 28x10.5 with no problems.

In order to tub or mini tub you would also be removing the stock coil spring mount and shock tower. So now you if you allow mini tubs you have to allow coil over shocks, that's alot of rule changes. Unfortunately, the rules are not wrote with "playing on the street" in mind.
