clutch safety switch

Iam trying to find if there is a rule that states that with a manual transmission car , that it must be equipped with a clutch safety switch(neutral safety) to keep it from moving forward if started in gear without clutch applied. If so I need to make changes to my car, does anyone know the answer, I have checked with NHRA and have not been able to find out yet. Thanks in advance

Very sorry for the long delay on a response.

Nuetral safety switches are not required on manual transmission applications.
