Stock steering column in R/S

Does the rule that staes the steering column must be stock refer to the metal part that holds the ignition key or the plastic part that covers it?

The steering column is the metal part. The cover is just that, a cover.

So as long as the column is there a mount could be fabricated to hold it in place instead of using the metal dash skeleton?

Don't overcomplicate it, stock column is required. Being crafty and creative here is not advised.
