twEECer........allowed in Factory Stock??

I posted on Stangcrazy.com under the factory stock section about wanting to use the twEECer in my factory stock car. I was then told the TwEECer was not allowed. My question is WHY? DID TwEECer not send NMRA two complete TwEECer's to test for legality over the past four years. Isn't the TwEECer basically the same as the anderson PMS system?
