Bradenton Ladder ?????

Am I missing something or is the elimination ladder different than the qualifing ladder? How did Mike Washington go from #4 to #7?

Joe,
Mike's last pass was not allowed! He failed the fuel check. There was some problems with fuel , not just with Mike! He changed to VP c -10 and he was good after that.
