If people are worried about who has a muffler who doesn't and is that a real muffler why don't we just take a page from the NHRA rule book and make it a simple 'dB noise test'.
This would clear up all the grey area's and make for a level playing field.
A dB meter can be easily obtained from Radio Shack so there is no excuse why someone couldn't test there car before the race.
Below is a copy/paste from the NHRA rule book:
All Super Comp, Super Gas, and Super Street cars at national events must not exceed a noise level of 110 dB during static testing. Static testing will be done using a handheld meter 50 feet from, and perpendicular to, the race car while the engine is at a no-load rpm of 3,500. All cars will be tested during technical inspection and some at random intervals throughout the event.
On-track levels also will be monitored, and any pair of cars exceeding 112 dB at the starting line or 114 dB at the 60-foot mark will be flagged for another static test.
