I was in the same boat. You can go and finish. Your license will expire two years from your physical date.

You need an NHRA license if your car runs 9.99 or faster in the 1/4. IHRA is 9.49 (I think)
For the NHRA you can get a license application and physical form from their website. You must take the physical FIRST. In my case the physical was not a major one (ie... no bend over and cough). Blood pressure, pulse, eye chart, etc. After the physical you fill out the application and go to a local track. After tech, you make 6 passes, each one longer with the last two being full passes.
The runs must be witnessed by the track manager and two drivers that also hold an NHRA license at the level you are applying for or faster. There are several different levels. It's best to contact the track ahead of time to make the arrangements. Some tracks have license days, others do it during test n tune, others on race days or whenever. The track manager can usually find the other two witnesses for you.
After completion send the application and physical form in with a check. You will get a temp license in the mail within a very few days and then your permanent license will come in a few weeks.
Costs: the license is $50 and is good for two years. There is an extra $10 for extra classes on the license. Mine is for Super Comp and ET. You also have to buy an NHRA membership. Two years is $109 (also includes 96 issues of National Dragster) . They will sell you a 1 year membership for 1/2 that, but it makes the license (still $50) only good for 1 year. For renewal you just have to get the physical every two years, no need for license passes and witnesses unless your license has been expired for 1 year.
The forms: application and witnessed run form:

physical form:

The whole process can be a little hassle the first time, but once it's done you only have to get a physical every two years to renew. You can usually get that done on just a regular Doc visit for any other reason. Not much of a problem to renew it.
