Top link is hosed.
General Regs 8.1 reads, in part:
"Relocated batteries must be fastened to the frame or frame structure with a minimum of two 3/8-inch-diameter bolts. OEM located batteries without complete OEM hold-down hardware must be secured to OEM battery box/tray using the same 3/8-inch-diameter bolt hold down method described in previous sentence (J hooks prohibited or must have open end welded shut). Metal battery hold-down straps mandatory."
Based on that, the bottom link is kind of a wobbler. A really strict inspector could fail it based on the diameter of the hold-downs, if they're smaller than 3/8-inch, or based on the fact that there is no "strap" per se.
I know that it's similar to factory-style battery hold downs, but in a racecar personally I'd be a little uncomfortable with that battery hold-down method because of the possibility it could come loose in a crash by snapping off the base of the case, where a strap/bracket that goes over the top of the battery won't fail in that way.
